A conceptual framework will be developed to identify the strengths and weaknesses of the ecosystem services concept to promote governance and policy innovations in agricultural and environmental policies in the BSR. The researchers will also identify, develop and test innovative governance features and policy instruments targeted at the provision of multiple ecosystem benefits from reduced eutrophication and flood prevention. Those will be considered in the socioeconomic assessment, stakeholder dialogues and social learning. This will generate a better understanding among the participants of how existing and new approaches affect environmental governance and the performance of agricultural and environmental policies in the BSR. A final outcome of this WP is recommendations for governance and policy innovations to reduce eutrophication and flood risks in the BSR.
